Legal basis for diesel particulate filters

The European Community (EC) passed already in 1999 the so called Fine Dust Regulation 1999/30/EG. All members of the EC had a six years lasting transition period to take appropriate meas-ures to adhere the regulation. Despite of the generous transition period and despite of the dangerous-ness of diesel particles most of the members of the EC seemed to be surprised and overextended at the beginning of 2005.

The fine dust regulation prescribes that a value of  50 µg/m3 PM 10 in 35 times per year should not be exceeded. Especially in congested areas like cities and in heavily frequented streets during rush hours this limit was already reached in the beginning of the year. Most of the affected cities were not able to react in time. Today the EC allows another 5 years lasting period to implement the regulation, if concrete and serious measures are planned to be taken. As a counter move to this, the EC plans to put a stronger focus on the even smaller particles of class 2.5 PM.

As a consequence of this regulation a lot of cities only purchase new vehicles with a particulate trap and retro-fit older vehicles.
